With reference to previous correspondence on the subject of an extension of the premises of the Naval Yard at Kowloon and to a conversation which I had lately with Your Excellency when we visited the spot, I have the honour to enquire whether it would suit you to exchange the site of the Naval Yard on Hongkong Island for a site of equivalent value next to the Kowloon Naval Yard.
